Governor Rounds passes on taking abortion stand

The Rapid City Journal:

"Mindful of the extreme nature of the law that he signed into existence a week ago, Gov. Rounds seems even more befuddled about how he stands on this thing. His signature tells me that he supports the law, yet his utterances indicate otherwise. His pro-life position has always been tempered with his willingness to make rape and incest exceptions, but he signed this law just the same. Why?
